March 28 (Reuters) - The recent failures of mid-size U.S. lenders show the need for more robust risk management at banks and fintechs, along with improved regulation, the head of the top consumer financial watchdog agency said on Tuesday. Consumer Financial Protection Bureau Director Rohit Chopra told a gathering of retail bankers in Las Vegas that regulators were looking at liquidity, interest-rate risk management, capital frameworks, resolution planning and stress testing. "It will be good for the industry to have some honest conversations with itself about what is the way for the regulatory framework to not create this type of risk," Chopra said. As head of the CFPB, Chopra also sits on the board of the Federal Deposit Insurance Corporation, which took over failed Silicon Valley Bank earlier this month. He also serves on the Financial Stability Oversight Council, created in the wake of the 2008 crash.

The captain of a California dive boat that caught fire in 2019, killing 34 people on board, was indicted Tuesday on a new count of negligence in the disaster. Jerry Nehl Boylan, 68, was indicted by a grand jury on one count of misconduct or neglect of ship officer, the U.S. Attorney’s Office in Los Angeles said. The NTSB also faulted the Coast Guard for not enforcing roving patrols and said the Coast Guard needs to verify that boat operators are conducting patrols as required. After the fire, Congress in 2020 required that the Coast Guard adopt NTSB regulations as part of a federal law that dealt in part with authorization of funding, according to the transportation agency. The Coast Guard announced new safety rules in January, The Associated Press reported at the time.

WASHINGTON — A Navy SEAL candidate who died hours after he completed the grueling stretch of training known as Hell Week succumbed to acute pneumonia and cardiac arrest, according to a military investigation obtained by NBC News. When he died on Feb. 4, Mullen had just completed the fourth week of Basic Underwater Demolition/SEAL (BUD/S) training, commonly known as Hell Week. By the time he successfully completed Hell Week, Mullen had gained 22 pounds from swelling and fluid retention, and he had to return to the barracks in a wheelchair. Just two months after Mullen died, a candidate tested positive for PEDs and was removed from training, according to the Navy. After Mullen died, Naval Special Warfare also began advanced cardiology screening for all candidates.
